The Mexican Ministry of Finance and Public Credit has issued a new decree affecting expats bringing foreign plated cars into Mexico: “New Requirements for Bringing Foreign-Plated Cars into Mexico: Banjercito”. From the Banjercito website:
“IMPORTANT ANNOUNCEMENT
The Ministry of Finance and Public Credit (SHCP) has issued a decree which states that beginning on June 11th, 2011 anyone applying for a temporary import permit for vehicles must make a deposit in the amount determined by the following table:
Vehicle Year Model:…….Amount to be paid in Mexican Pesos*
2007 and later…….USD $400
2001 until 2006…….USD $300
2000 and earlier…….USD $200
*Peso amounts are based on applicable exchange rate
This deposit is compulsory and can be paid by credit card, debit card, or cash (in US Dollars only).
Users must keep in mind that if the deposit is charged to a credit card, the charge will be made in Mexican Pesos and will be calculated based on the exchange rate of the day on which the payment is made. This deposit will be refunded to the same credit card on the next banking business day after the vehicle is fully returned and based on the exchange rate of that day.
The vehicle must be returned on time and within the time period stated on the temporary import permit. If the vehicle is returned after the stated time period, the entire deposit amount will be transferred to the Office of the Treasury on the day following the expected return date, as allowed by current law.”

Another clause in the new updated regulations requires FM2 Rentista and FM3 holders to notify Aduana within 15 days of when they renew their FM2 or FM3, otherwise Aduana is allowed to confiscate/keep these “new” deposits. Water, I have tasted it when not brushing my teeth and it is not salty. My meter reads about 1750 ppm which is about 1000 ppm less of what we use to have. But the taste tells me it is it is lower. My meter reads correctly on bottled water about 40ppm so not sure.

here is a picture of one of the water tanks by the shrimp factory that will have the de-sal water. you will bring your own jugs here to fill up. a real watering hole...
right now they have the de-sal hooked up to the city water, our water is good but not great, 560 ppm disolved solids. I was told by the workers the plant can do 300 cubic meters per day. that is probably about 1/2 our requirements in the summer and 1/3 when everyone is here. I was told another well will be dug for the desal plant. also they ran a three inch line to all these tanks.

second commercial business in the campground. not sure, coffee or taco stand. white building to the right of the gate.

road report
right now they have the entire road ripped up from the T all the way to the new part they finished two years ago. so about 3-4 miles. they are progressing very quickly. Much faster than when they did our main roads.
Still very difficult for a motorcycle to navigate.

I think they are going to do the entire road to the repairs. They were tearing up another mile or so when I went out there. And they graded it on the side much farther, I did not pay attention to the distance.

I think road 286 is a state road, anyone know? so only HWY 1 and HWY 9 road to Todos would apply in baja.The insurance requirement does not apply to state and municipal roads, then every local Congress should make your changes if appropriate.

Road construction from the T in the road to LaPaz to that trailer park in no-wheresville is being updated.... so the section heading our way from the T. Repaving that section, so motorcycles be aware of driving off the road for a good distance.

since Friday the weather has been spectacular. we seem to be about two weeks- 1 month ahead in cool temperature. So if you are not happy with what the weather is up north, well this is perfect here right now. Vs other years where it is still too hot.
Also the bobos, flys and mosquitos are not real obnoxious in my area vs other rain years...

La Paz, Baja California Sur (BCS). civil association Consumer AC, unveiled a list prepared by the National Chamber of the Transformation Industry (Canacintra) with more than 2000 stations across the country that give incomplete liters, where are eleven fichadas the city of La Paz.
In his "black list" of Consumer,-formulated with data provided by PROFECO-six stations can be located gas stations in the city center, two in the colony New Town, one in the colony Indeco, one in the Emiliano Zapata, one in Las Garzas and another in Lomas del Palmira.

Nava Gonzalez explained that once a year, in the period from January 1 to May 31, PROFECO urges all gas stations to do the calibration, being them authority, but the owners of the establishments have resisted the call.
"In past years this calibration PROFECO decreased, so much so that of 142 gas stations, when I took the delegation around nine stations were calibrated, and we did go up to 36 stations. The next year we hope to duplicate or even higher in the calibration results, "he said.

Last Friday I entered Mexico with my pickup truck and 14' trailer at San Yisidro destination Los Barriles. I entered Mexico and was immediately stopped by their customs officer and was told that if I was carrying anything other than normal vacation stuff I had to declare it at Otay Mesa and pay a duty on everything I was carrying. I and about 5 others were escorted back to the US having to clear our customs and drive over to Otay Mesa. Two of the others had pick ups with very little in the back and 1 was a suburban with stuff inside. At Otay Mesa a non-customs hombre assisted in filling out a 10 item declaration form and at the end recommended I declare I had $400 of stuff. He informed me the duty is 16% of the dollar amount you declare. Since I had we'll over $5k worth of merchandise I felt more comfortable declaring $1k and paying the 16% on that amount which I did. Just thought all my fellow readers of the BPE should know this change in Mexican policy and avoid the 2 hour delay. John Pau

If we jump to Article 106, we see that the Mexican legislature sure seems to have fixed the problem of working (lucrativo) Residente Temporal INM permit holders who also have Temporarily Imported Permit vehicles.
Here is Yucalandia's rough translation into English, followed by the Spanish language version:
Articulo 106: IV. PART IV. For the term of his or her migratory status, including extensions (renewals), under the Terms and Conditions established by SAT (el Servicio de Administración Tributaria) applies to the following cases:
a. Vehicles owned by owned by foreigners who enter the country, using visitor and Temporary Resident permits to temporarily import a single vehicle. Vehicles may be driven within Mexico by the importer, his spouse, ascendants, descendants or brothers and sisters, even if they are not foreigners, or by a foreigner

OXXO next to gas station
As I mentioned before all the sudden the ground was leveled next to the gas station. I stopped and asked the workers today. Its an OXXO.
Could not tell if they understood me when I asked how long to completion. Seemed they said 2 months.
and they are pouring a foundation shortly. maybe today, saw a few cement trucks drive by. Confirmed they did pour the foundation today.

wow is it cold this morning
burrrrrr 73 degrees this morning.... that is a 8-10 degree difference off normal. breeze from the south west.

here are a few picks from a few days ago a nice double rainbow. The first part of the rainbow was the largest one I had ever seen, very dramatic separations in the colors. Does not show that in the pic.
here is a very typical late summer show of rain on the mountains. in general when this happens we do not get any rain. Just rain on the mountains. Very little damage on the road to lapaz from the last storms. here are a few picks from a few days ago a nice double rainbow. The first part of the rainbow was the largest one I had ever seen, very dramatic separations in the colors. Does not show that in the pic.

Construction begins on cross-border bridge connecting Tijuana Airport with the US
Imagine being able to walk across the U.S.-Mexico border in just a few minutes.
That's the idea behind a plan moving forward at the Tijuana International Airport. Developers there are building a bridge that will span all the way from the terminal to the border crossing at Otay Mesa. Construction on the project began last week.
But, if everything goes as planned, the bridge could be completed as soon as 2014.

David of Villa Paraiso/kite paradise has asked me to tell people his spa is almost complete, he is painting it now all tiling is done. It will have a hot tub with great views, a wet sauna, and massage available. He will be offering this for people not staying at the rooms for a fee to be determined. His daughter the artist is now running kite paradise and has completed a revamp of the restaurant with custom murals. everything wet, seems a drizzle through the night maybe 1/2 inch or a bit more of rain so far. It was a good long drizzle as the ground shows no sign of movement, yet then you walk barefoot in some areas you foot displaces the sand for an inch or two like it is mud which I have not experienced before. So i conclude if as shown on the satellite photos we can see massive rain is highly likely in the next half a day it will be massive runoff arroyo flooding.
we will see some major desert green from this one. and the weeds will really be out.

From what it appears cabo to san jose is getting all the rain about 1-2 inches. we are just getting periods of light drizzle. drove to Oscarito's and from village north they had much more rain than laventana. they have road erosion and large pools of water, where we have no erosion and no large pools of water.
6pm still just off and on drizzle more off than on. A real soaker...

well the mosquitoes are coming out in a large scale, make sure your property managers take a look for areas where they can breed. If we get another rain in the next month this will really escalate.
If it has this elevated level stores may run low in repellent. So check in to see if you should bring repellent down. Right now I have a good supply myself so will not need to check with stores.

11 pm we just started with 20mph winds in the last 10 minutes, no rain yet but the radar shows we will be getting it in not long, storm is moving very fast 20 mph itself. so rain in 2 hours 1am.

there are 5 very large boats by the light house at Pt Areana taking cover inside the bay.
looks like there is running water on the road but it is not.
here is 6 pm after high tide, but now 20mph onshore winds. bringing sand back to the beach. So appears that it is not the arroyos running so much as the onshore waves wind push the sand to the shore.

Winter there will not be much of a difference. It just goes from 200 to 250kwh for the max rate.
what this means for LaVentana:Comisión Federal de Electricidad (CFE) has Reclassified Domestic Rates for La Paz TBC CFE has announced that it has reclassified domestic electricity rates in La Paz, the capital of Baja California Sur and 11 surrounding communities. The reclassification will allow for a reduction in the amount paid by the consumer starting next month, according to authorities.
In a meeting held by Governor Marcos Covarrubias Villaseñor, who was accompanied Mayor Esthela Ponce Beltran and executives of CFE, it was confirmed that according to data from Comision Nacional Del Agua (CONAGUA), La Paz and its surrounding communities will benefit with the reclassification of the rate from 1D to rate 1E.
Executives of CFE announced that the communities of La Paz, San Pedro, Álvaro Obregón, Los Planes, Agua Amarga, El Sargento, La Ventana, El Centenario, Reforma Agraria, Conquista Agraria, and Ejido Alfredo Bonfil had been reclassified from the rate of 1D to 1E. El Triunfo went from the 1A to 1B. The change in rates is based on the finding that over the past 5 years, according to data from CONAGUA, average temperatures in the municipality have been rising.
“Last week we
were told by the superintendent of CFE that based on climate conditions in the rise in temperatures, that for the first time rates would be reclassified. This will effect 11 communities in the municipality of La Paz which will in turn see many users seeing a reduction in their domestic electricity bill.”
Covarrubias Villaseñor explained that La Paz was reclassified for having an average minimum temperature of 32 degrees while El Truinfo reported average minimum temperatures of 28 degrees. He also gave the example that a home that consumed 1500 kilowatt-hour per every two months was paying 2050.06 pesos. The home will now pay 1102.90 pesos.
This reclassification will benefit up to 84 340 users in the municipality.
At the meeting, CFE also invited users to continue applying measures to save energy and to use energy efficiently.

The banos at the round restaurant have a roof and skim coat on them. They are working on the inside today.
The condo development is making progress with some of their retaining walls does not look like they have started work on the condos and they have some tall palms in front. Looks like they are starting to work on the office at the entrance.
the dragonflies were out today.

CBP Opening all Lanes at San Ysidro this weekend
Starting this Friday, CBP will be opening all 25 lanes at the San Ysidro Port of Entry until Monday at 8:00 am. In addition, Mexico will open five new northbound lanes to funnel traffic more easily to the inspection lanes in San Ysidro.
The pedestrian ready lanes in San Ysidro opened in the last few days, so if you have an RFID document, such as a passport card, make sure to take advantage of this new opportunity.
