The Mexican Ministry of Finance and Public Credit has issued a new decree affecting expats bringing foreign plated cars into Mexico: “New Requirements for Bringing Foreign-Plated Cars into Mexico: Banjercito”. From the Banjercito website:
“IMPORTANT ANNOUNCEMENT
The Ministry of Finance and Public Credit (SHCP) has issued a decree which states that beginning on June 11th, 2011 anyone applying for a temporary import permit for vehicles must make a deposit in the amount determined by the following table:
Vehicle Year Model:…….Amount to be paid in Mexican Pesos*
2007 and later…….USD $400
2001 until 2006…….USD $300
2000 and earlier…….USD $200
*Peso amounts are based on applicable exchange rate
This deposit is compulsory and can be paid by credit card, debit card, or cash (in US Dollars only).
Users must keep in mind that if the deposit is charged to a credit card, the charge will be made in Mexican Pesos and will be calculated based on the exchange rate of the day on which the payment is made. This deposit will be refunded to the same credit card on the next banking business day after the vehicle is fully returned and based on the exchange rate of that day.
The vehicle must be returned on time and within the time period stated on the temporary import permit. If the vehicle is returned after the stated time period, the entire deposit amount will be transferred to the Office of the Treasury on the day following the expected return date, as allowed by current law.”

Another clause in the new updated regulations requires FM2 Rentista and FM3 holders to notify Aduana within 15 days of when they renew their FM2 or FM3, otherwise Aduana is allowed to confiscate/keep these “new” deposits. Water, I have tasted it when not brushing my teeth and it is not salty. My meter reads about 1750 ppm which is about 1000 ppm less of what we use to have. But the taste tells me it is it is lower. My meter reads correctly on bottled water about 40ppm so not sure.

here is a picture of one of the water tanks by the shrimp factory that will have the de-sal water. you will bring your own jugs here to fill up. a real watering hole...
right now they have the de-sal hooked up to the city water, our water is good but not great, 560 ppm disolved solids. I was told by the workers the plant can do 300 cubic meters per day. that is probably about 1/2 our requirements in the summer and 1/3 when everyone is here. I was told another well will be dug for the desal plant. also they ran a three inch line to all these tanks.

yesterday they brought another bunch of dump trucks full of rocks 2-3 ft in size. they piled them in line/front of the land where the ramp will be. I assume they will sink these below ground level.

Men’s RS:X Windsurfer – Bob Willis
Bob Willis made his debut at the Olympic Games in the men’s RS:X Windsurfer. Willis’s many months of training in Weymouth Bay and on the Great Lakes near his home in Chicago paid off today with two top-10 results. In the first two races of the 10-race series, he scored a 7th and 10th. “The past few days we were going really fast,” said Willis. “Today’s focus was to get off the line and be one of the first guys to the left side. I executed and was in top six at the weather mark. We’re very happy with it.”
How does someone who has never competed in an Olympic Games approach the first race? “Peter, my coach, and I were talking about it,” said Willis. “To me it felt like any other regatta here in Weymouth, other than we have pink sails. I’m very comfortable sailing here.”

Women’s RS:X Windsurfer – Farrah Hall
Another debut Olympian for the U.S. Olympic Sailing Team began their competition today. Farrah Hall collected a 22nd and 18th to establish an overall 22nd place in the 26-boat fleet.
“My first race I had an unlucky start so I didn’t finish so well,” said Hall. “That means I was in a group of people down by the pin end of the line and I didn’t get away from the fleet. The second race was better. We had a racetrack today, which means one side is favored, so you have to get to that side and to the mark fast. It’s simple and all about speed. The first 5-10 seconds after the start can make or break the race.
Racing continues on Aug. 1, with the medal race scheduled for Aug. 7.

Not much has changed on the water since my last update. For the most part, it has been business as usual gearing up for the Games and tapering. I am becoming increasingly more confident on my equipment and I am eager to start racing tomorrow. The big event the past week was clearly the Opening Ceremony in London.
Traveling to the Opening Ceremony was almost as exciting as the event itself. Firstly, we were stuck in horrible traffic heading into London, which was fairly unpleasant. However, once we were close to central London, 15+ police motorcycles greeted us, in addition to a few police cars. The armored caravan escorted us, at high speed, through central London. Locals flooded out of street side pubs, stores and apartments to express a variety of emotions. We witnessed friendly waves, enthusiastic waves, fist pumps, middle fingers and of course - the coveted “double-barrel middle finger.” All the US athletes on the bus were extremely proud to be the Americans in town and it was a special feeling being escorted through central London, particularly as Americans.
The Opening Ceremony was an incredibly exciting moment that offered a once in a lifetime feeling that will stay with me for the rest of my life. There were a few moments during the night that have been continually resonating with me as I reflect back - particularly, the moment Team USA was waiting in the tunnel right before we walked in. The lights from the stadium were shinning through the dimly lit tunnel and the amount of euphoric energy that the group displayed was nothing like I have ever experienced before. All of the memorable experiences that I lived that evening will undoubtedly be with me forever.
The evening of the Opening Ceremony we didn’t get back to the London village until about 1:30am. The entire team quickly passed out and woke up at 6am for an early bus back to Weymouth. Upon arriving in Weymouth, my primary focus was to rest after the long evening and get out on the water for a couple of very light (30-45 minutes) sessions as my training is finished and I am fully in a taper mode.
The Olympics regatta starts tomorrow and I have done everything within my ability to control as many variables as possible, thus satisfying my final preparations for the event. I can’t wait to race – let the Games begin!

took pictures today will post later. they are moving the large rocks under the area where the ramp will be. He said about 1-1.5 meters deep of large rocks. Deeper to the wind side. and 15 meters long.
they are removing all the rebar so they are complete with these 10 sections. Best I could understand they expect to bring a crane out here in a week.

A couple of years ago when Club Cruceros gave a donation to the Doctora in charge of terminal cancer patients she went to Guadalajara to purchase the drugs at half the price in Baja Sur. That started a few of us checking the price of common things. We definitely pay 50-200% more than other Mexican states for the same items. Latest example which seems to affect most Mexicans and non-Mexicans alike, is the drug quinfamida, which is used to combat stomach parasites. Every company in Mexico makes it, but the pricing varies radically. Last week we bought two boxes at the same time at the same drug store in La Paz. Not a high priced one either. We paid 374 pesos each. One box said the price could not go over 270, and the other 340. When we checked on line we were able to buy from ospharma.com at 54 pesos apiece, and that box said not to be sold over 68 pesos! Shipping in Mexico is five bucks registered mail, or fifteen to USA. We bought 5 boxes and with shipping to the door, paid 154 instead of 374. Any other comparisons or information appreciated.

Latest Fact Sheet on SR 11-Otay II
This is a new road crossing that will be built east of the existing Otay Mesa crossing that will be a toll crossing for cars and truck that are separated. It could be a very fast crossing because it is a toll road that many will not take because of the toll cost. For those of us who only use it a few times a year this is not a issue. And being further east 2.5 miles should be beneficial if taking rd2000. Scheduled for completion Dec 2015.

The newspaper said 175,000 illegal license plates were placed on stolen vehicles, which were then resold to unsuspecting customers. When stopped by police officers who were in on the scheme, the buyers had to pay a bribe or face sanctions for driving a stolen car.
The original article on the alleged scheme was published Monday. “This was an attack on investigative reporting and the people’s right to know,” said the spokesman, who asked not to be identified for safety reasons. “A lot of media have been cowed into silence and we run the risk, and hopefully not too high a risk, to continue on.”

Early this spring, Amy Jetel, a partner with the Morgan Adler Buxton Jetel law firm in Austin, Texas, requested a ruling from the Dept. of the Treasury that a fideicomiso is not a foreign trust that requires a taxpayer to file forms 3520 and 3520A. The Treasury advised Amy last week that it intends to rule in her favor. Amy expects to receive the written ruling by the end of the month. It may be a month or more after that before personal information is redacted and the ruling published.
If the ruling is published as a Private Letter Ruling, as is more likely, it only binds the IRS with respect to the taxpayer who obtained the ruling. If published as a Revenue Ruling, it binds the IRS with respect to all taxpayers. As a practical matter, it is unlikely that the IRS will take an adverse position to a Private Letter Ruling issued by the Treasury.
If you want your own ruling, you can reach Amy at 512-370-2750. The process is not inexpensive.

system developed at Langley flies a kite in a figure-8 pattern to power a generator on the ground
There are two basic types of kite-based airborne wind-energy systems. “Flygen” systems see turbines built into the kite that generate the electricity and feed it via a tether to a storage or distribution device on the ground. The second features a ground-based generator that is powered by the reeling out of the tether as the kite catches the wind. By tacking the kite upwind like a sailboat, the periodic reeling-in phase takes much less energy – around 10 percent – than is produced by the reeling-out phase, resulting in a 90 percent net energy gain.

road report todos to cabo
seems the last bridge that I reported they were working on last month is now complete. and note they are now working on a Todos bypass. from the Los Planes gas station I made it to Cabo in 2 hours with the new no stress road... The Todos bypass would save another 5-10 minutes.

Road Report - For all you doubting Thomases out there, the road is completely finished from the new bridge just south of Todos Santos to Cabo San Lucas. It is fabulous! Construction continues on that bridge which will be where the new TS bypass/truck route will join back into MX 19. Construction on the bypass road is well underway and the new road passes just 300 meters behind Barrio Nuevo San Juan. Work on Las Playitas was kicked of over a month ago when the governor of BCS came to dedicate it. There is now a sign announcing the construction and a little road scraping but no paving yet. It looks like they are waiting for SAPA to work on the water pipes before the paving begins.

We spent yesterday afternoon (June 22, 2010) discussing issues about Mexican visa and temporary import permits with 2 different INM border agents, 3 different Aduana officials (including 30 minutes with a supervisor) and with 2 Banjercito personnel and a Banjercito supervisor at the Chetumal / Belize border.
Here are summaries of the key points from our border visit with Aduana, INM, and Banjerctio:
~ The Banjercito officials were very emphatic about encouraging people with Temporary Import Permits for vehicles, that they start updating their INM permits process as early as possible (30 days before the expiration date), and they said to notify Aduana in person, in writing, of the extension of the car permit expiration date by AT LEAST a week before the expiration date, and 2 weeks if possible. (This means notifying Aduana of the new expiration date at least 22 days before the official date reported on Aduana websites.) . . .
They said that the system between Aduana and Banjercito for updating expiration dates is not always working rapidly, and the STRONGLY ENCOURAGED notifying Aduana in person with an official letter long before official “15 days after the issuance date” of the renewed INM permit.

up here they are making the parts and will pour them and move them to the water.
seems they will have some rocks on both sides for protection? hurting the boats.... should not be on the side downwind in my book.

new mosquito trap
this seems well worth following, the CO2 generator is the key.... mosquitos track us from a long distance via our breath. then they hone in on us via infrared, I do not know why they do not have a IR emitter here, maybe they do and just are not giving up all the secrets.... But if they have some testimonials for 80 bucks and the motor is quiet this one is great...

Excellent food, all fresh!. Great service. Prices are fare.
They take all credit cards, except American Express.
Delicious Greek salad, kebabs, pasta, hummus, pita bread and more.
We just had an excellent dinner 2 days ago and we will definitely go back!
The place has AC but also has a nice backyard with fans and lovely decoration.
We do not drink alcohol, but they have a wide variety of wines too.

they are building a boat launch in LaVentana
the start. they are doing the wire/rebar work up by the road you can see them in the first picture, there is a truck in the campground by the road, under a shade tree. I will take more pictures as it progresses so come on back. Rumor is they are putting in 2 ramps in town.

The airport shuttle was great. Buy your ticket at the bus station a day or two before departure to reserve a seat. The 6 person van had A/C and Internet! The driver spoke fluent English and handled my luggage.

air trans new flight to cabo from Orange county airport
The new Air Tran flight from Cabo to Orange County (John Wayne) leaves out of terminal #1 in Los Cabos. Prices pretty comparable to the Cabo/LA round, but no comparison to the service offered by Alaska.

Just a heads up, so you do not panic… on june 6th many servers/systems go to the internet protocol 6. If you have a problem go to my site under ask a geek and I will have some information for you so you can try to fix.
I am not sure how telmex is going to handle this with their routers. IE did they build this in years ago like many did. I have an old 2wire router.
It may be as simple as a few sites you cannot get on so you will need to give Telmex a few days/(years)
Basically this is because of the exploding number of devices using the internet around the world. We are running out of addresses, so comes IPv6
Here is a site that can give you a heads up on compatibility and from my computer it shows I will not be able to go to IPv6 only sites.

G20 is coming! June 14-19. Below is a link to Baja Life Styles, that describes some important road and beach closures secondary to the G 20 conference. No toll road for a week and the beach access from Zippers South will be limited. Looks like lots of slow going traffic. Reading between the lines the Federales will have many roadblocks with scrutiny on vehicle registration, IDs and FM2/3 paperwork. Might be a good time to enjoy sleepy little Los Barriles or even head North to La Paz. Joanna
