PROPERTY TAX
a. In response to paying taxes online: Your tax file number is included in your receipt. It's the first four digits in the "Numero de referencia". Also before you make your payment, you can notify your Visa or Mastercard Security Dept. and the card issuing bank card fraud dept. and request that they monitor the transaction. You can also, especially if you are making out of country transactions, request that no foreign transactions be allowed without first confirming those charges with you via telephone. The only reason for getting ripped off is your own negligence. The best security protection for your charge cards is to have a new account number/card issued every six months. This might seem like a hassle if you have a lot of autopay accounts. I do. And, it takes me less than an hour to register the new account numbers. After twenty-four hours, you can access your property tax account and print out an additional receipt showing no tax due. As for having problems: Two tips (1) Don't put in your clave catastral number. Enter your Folio Number instead. Put a dot in Suburbano. If your property is in Los Barriles, that is what it says on your last years tax receipt. (2) To get to the site, click on the small box on the upper right side, not the large one in the middle of the page. You may have to try a few times on different days to get through.....be patient. This is Mexico for God's Sake. I have huge problems in the US dealing with the government. Try to get the IRS on the phone on any given day. Good luck.
b. My experience seems to be legitimate, but the proof will be when I walk into the office in La Paz this December and ask for an official stamped receipt that taxes were in fact paid. What I can tell those that are interested at this point is:
1. My card was charged the amount shown on the web-site and converted into USD at a favorable rate.
2. I received both a pop-up window receipt, as well as one in my email.
3. When I log back onto the site with my tax information the site displays a message that says "This account has been paid."
4. I called my credit card, and in the month since tax payment there have been no denied, or suspicious charges from Mexico, or anywhere else.
I will post the results of my visit in January when I return to the US. At this point, I am cautiously optimistic, and in the end perhaps out $150 if things turn sour. I would assume my card would cover that expense in the end, it needed.

Regarding paying property tax online: What am I doing wrong? I click the "Consultar" button and it says "Consultando en linea" . . . and it just keeps on consultando forever without ever finding anything. Could that be because my tax is not due until February?
(Details: At www.lapaz.gob.mx I click on Impuesto Predial (upper right) which takes me to http://www.lapaz.gob.mx/predial/index.php
There I choose "Rusticos" for my Tipo de Predio, then I fill in the Clave Catastral (which appears on my previous Recibo), as follows: 104 (for Delegación de Los Planes) then the three-digit Localidad, and finally the four-digit Número de Lote, then click the Consultar button.)

PAYING YOUR PROPERTY TAXES IN LA PAZ
The city office is the new building complex on the south side of Colosio and east of the street behind Soriana's. There is a signal at that corner. There is a large parking lot and the finance building is closest to the corner. Look for a sign (first set of doors) that says "Predial". Go into the office at the back to get your assessment.
You should take any utility bill with your address and go to the window on the right. I also took my Fideicomiso as proof that I own the property.
They will give you a printout of the tax due and you then go to the "Caja" to pay. They do take credit cards, but your tax will likely be less than 2000 pesos if you prefer to pay in cash.
Now that you've paid your property taxes once, next year take the receipt you got this year back in and go straight to the cashier's window, he'll call your current years taxes up based on the property number off last year's receipt, give you a copy; you pay him, he stamps it and you're on your way. Also, Taxes are due no later than the end of March, with the following discount schedule for the La Paz area:
December 30%
January 20%
February 10%
March Due in full

PROPERTY TAX PAYMENTS
The department to pay for PROPERTY TAX is Ayuntamiento de La Paz. Located in H.
XIII AYUNTAMIENTO DE LA PAZ PALACIO MUNICIPAL, PH. 612 123 79 00
Blvd. Luis Donaldo Colosio e/Calle Deportistas y Carabineros

(very near to Plaza Soriana, shopping mall and movie theather).
In order to pay your taxes you need to provide:
1. Full Name of Property Owner
2. Clave Catastral (Catastro Code): you can find this number on your deeds on the
last pages under the Tesoreria del Estado Document or you can also find it on the
receipt sent by the Property Tax Department. If for some reason the municipality does
not match your Catastro Code , they will probably ask you to go to the second floor.
You will have to speak with Jaime Figueroa on the second floor of the building to
correct their error.
In order to get the amount that needs to be paid you can check online at
www.lapaz.gob.mx but we were told that information online is not always accurate so
the best is to check in person or you could try to get your statement by phone:

Along with the deposit slip make note of:
1. Clave Catastral (Property Code)
2. Property Owner Name
3. Address (this address to send you the receipt of this payment)
4. Phone Number
5. Amount, Date of the deposit.
Make sure to keep your deposit slip for any future clarifications.
*For payments made during November 2009 you will receive a 30% discount for
2010 property tax payment. 20% discount on 2009 property tax payment and 80%
discount on extra charges or fines.
