I used the claro pay debit card tonight to pay my CFE bill. It was Inbursa bank which is written on the card. you do have to have your cell phone to receive a code but very simple and I am happy with this. So this claro Pay is available at telcel and other places. Telcel was very simple to set up the card when you have a telcel cell phone. You may need to have a Mexican cell phone.

cost to add 5000 pesos at OXXO was 15 pesos. allowed to do this 3 times in a day.

Claro pay can be used refilled at telcel telmex, walmarts. OXXOs, Sears and so on.
