The Mexican Ministry of Finance and Public Credit has issued a new decree affecting expats bringing foreign plated cars into Mexico: “New Requirements for Bringing Foreign-Plated Cars into Mexico: Banjercito”. From the Banjercito website:
“IMPORTANT ANNOUNCEMENT
The Ministry of Finance and Public Credit (SHCP) has issued a decree which states that beginning on June 11th, 2011 anyone applying for a temporary import permit for vehicles must make a deposit in the amount determined by the following table:
Vehicle Year Model:…….Amount to be paid in Mexican Pesos*
2007 and later…….USD $400
2001 until 2006…….USD $300
2000 and earlier…….USD $200
*Peso amounts are based on applicable exchange rate
This deposit is compulsory and can be paid by credit card, debit card, or cash (in US Dollars only).
Users must keep in mind that if the deposit is charged to a credit card, the charge will be made in Mexican Pesos and will be calculated based on the exchange rate of the day on which the payment is made. This deposit will be refunded to the same credit card on the next banking business day after the vehicle is fully returned and based on the exchange rate of that day.
The vehicle must be returned on time and within the time period stated on the temporary import permit. If the vehicle is returned after the stated time period, the entire deposit amount will be transferred to the Office of the Treasury on the day following the expected return date, as allowed by current law.”

Another clause in the new updated regulations requires FM2 Rentista and FM3 holders to notify Aduana within 15 days of when they renew their FM2 or FM3, otherwise Aduana is allowed to confiscate/keep these “new” deposits. Water, I have tasted it when not brushing my teeth and it is not salty. My meter reads about 1750 ppm which is about 1000 ppm less of what we use to have. But the taste tells me it is it is lower. My meter reads correctly on bottled water about 40ppm so not sure.

here is a picture of one of the water tanks by the shrimp factory that will have the de-sal water. you will bring your own jugs here to fill up. a real watering hole...
right now they have the de-sal hooked up to the city water, our water is good but not great, 560 ppm disolved solids. I was told by the workers the plant can do 300 cubic meters per day. that is probably about 1/2 our requirements in the summer and 1/3 when everyone is here. I was told another well will be dug for the desal plant. also they ran a three inch line to all these tanks.

here is the first structure being built in the campground by a comercial business. note the total area via the orange markers.
second commercial business in the campground. not sure, coffee or taco stand. white building to the right of the gate.
the first arroyo to the north of the campground, the new concrete fence with barbwire to stop people from parking there?

and lastly here is my suggested air seperation piping to keep water bills low, i have a discussion of it in the water section under building in this forum.

On 7/15/15 we drove on the new road from the SJD airport to Todos Santos. The road takes you to north of Cabo just before where hwy 19 turns north running parallel to the pacific. Must've shaved off 1/2 the time...hardly anyone on the road so I'm thinking it had just opened. Will time it on return. No tolls yet but toll booths set up. In two locations locals set up orange cones to block passage...they are protesting not being paid for their land is what I read later. We were able to drive through a narrow part of the cones but a lady was standing real close where you have to be careful not to drive over her toes .

We have not received the rain other pats of baja are getting, san antonio and El triunfo were the winners so this goes into the valleys water supply.
As a note there is an article I have posted on baja and dengue in the section that only appears if you are logged in. Basically it says 2 new cases have been found recently and for 2015 the number in baja is 57

Also new equipment has arrived for emergency response to baja. This will really make a huge difference, trucks to get the generators out to the areas hit, a crane to lift the generators in place and 13 generators.

There’s a vaccine on the way for dengue fever after a signing ceremony in France yesterday, but there’s nothing on the horizon for another mosquito-borne virus that has spread quickly in Mexico.
This country is on track to be one of the first countries in the world to implement dengue vaccinations following the signing of an agreement between the Health Secretariat and drug maker Sanofi Pasteur.
Clinical trials of a drug designed to combat what has been described as the world’s fastest-growing tropical disease wrapped up last September, when it was announced that Mexico would probably be one of the first recipients.
A Sanofi Pasteur official said in June that the company was ready to distribute the drug, it having proved effective against the four types of dengue. Mexico was one of countries to participate in the trials, which began in 2004 and took 10 years to complete.

The garbage men did not come for 3 weeks. Rumor is they were or are on strike.
Same with the water department, heard the rumor they are on strike too. I believe they do turn the water on every once in a while.

The State Department said Friday it has been forced to suspend the issuance of U.S. passports and visas at its overseas diplomatic missions due to a glitch that has hit one of its computer databases.
In a statement posted to its travel.state.gov website, the department said a hardware failure in its Consular Consolidated Database glitch has left overseas embassies and consulates unable to print visas, regular passports and other travel documents. This means that people who submitted online applications for passports and visas on or after June 9 will likely experience delays in processing, it said.
The failure does not affect domestic passport issuance because it only stopped the database from receiving biometric information sent from overseas posts, the department said.
"We cannot bypass the legal requirements necessary to screen visa applicants before we issue visas for travel," it said. "As a result, there is a backlog of visas waiting to be processed. We are working as quickly as possible to resolve the issue and to clear the backlog."
"Security measures prevent consular officers from printing a passport, report of birth abroad or visa until the case completes the required national security checks," it said.
More details about the failure were not immediately available.
The consular database was taken down last July by another technical glitch that had the same effect but the department said the current issue is unrelated. The department said it was working "urgently to identify the problem and correct it."
"We expect the systems to be fully operational again soon," it said, but offered no timeline.

Border crossers are ecstatic, and so are politicians in both the U.S. and Mexico. Construction is still ongoing, and up to two lanes may be closed from time to time, but unless staffing decreases it is expected that these reduced wait times will be the new norm for the region.
The additional lanes have not only caused border wait times to drastically drop, but this has also resulted in an increased number of border crossers. When comparing the average hourly vehicle volumes crossing northbound at San Ysidro during September before the lanes opened on September 17, compared to the rest of the month, the volume of border crossers has increased by 19%.

Today, the INM has clarified some of the many questions that locals were asking, and have assured that the announced requirement has many exceptions.
Representatives of the National Chamber of Commerce and the Tijuana Conventions and Tourism Committee expressed their frustration at the new program, stating that this federal requirement will impact regional tourism and the entire tourism industry.
The INM indicated that those that enter Mexico for less than seven days will not have to pay the entry tax, and that the 306 pesos tax (approx. $24 U.S. dollars) will only apply to those that intend on staying between 8 days and six months. This tax is somewhat similar to the fee that Mexicans have to pay for I-94 visas (a visa required if you plan on staying in the U.S. for more than 30 days and/or travel beyond 25 miles from the border). The INM states that this measure is intended to gain a better understanding of who is entering the country and where they are going.
U.S. citizens of Mexican origin will be not have to pay this tax if they have some sort of document identifying them as Mexicans. For students living in Mexico, they will also not require the permit so long as they have a permit, visa, or legal resident.
The INM is testing the program out at the Otay border crossing, where signs have already been posted to route traffic to special lanes for U.S. vehicles and Mexican Vehicles.

got nailed by a scorpion this evening. Man was that instant pain. Went and put on the topical benadryl generic and within 30 seconds no more pain. The entire area itches real bad now. Used the benadryl on a few kids for man-o-war stings recently too.
update the next day it again does not hurt but it itches like crazy and is a bit swollen. It stung me between the big toe and the next one in the middle of the joint. Initially when I put on the benadryl I did not get it in the joint and that part did still hurt till i covered that area. Again within 30 seconds had relieve and no pain.

back to normal 88 degrees, but humid today... guess the tropical storm is doing this.
a side note we have not had our usual growth of seaweed yet this year. And we have to be real careful about entering the water this is by far the worst I have ever seen the man-o-wars.

telmex update
Saw the guys working at the telmex tower so stopped to see what they were doing.
Luckily a person who spoke a bit of english was there. So I do not have all my questions answered but they claimed 150 lines are connected to the fiber feed right now. And they will connect the other 300 in the next months. They would not give a definitive and these are the guys who do the actual work. If I spoke spanish I could have asked the specifics. Luckily a person who spoke a bit of english was there. So I do not have all my questions answered but they claimed 150 lines are connected to the fiber feed right now. And they will connect the other 300 in the next months. They would not give a definitive and these are the guys who do the actual work. If I spoke spanish I could have asked the specifics. The installer from Telmex just installed a new internet no phone line. and it is high speed for now. As mentioned still no fiber installed, but they did upgrade the equipment and it is much faster than ever before.

really strange this has to be our coolest morning in our history for the summer if it is summer. it is 74 and slight drizzle...
I have two fishermen visiting and they have been out at Mortos area and the word is the worst fishing in 25 years for one person. I think our water has not heated up yet is the issue with our coolest spring upon us. So maybe the fishing is lagging by a month. We still have not had the weedy time that we transition through.
The new building by the baseball field is not a police station, it is a town office building. I will take a picture of it sooner or later.

we have has such cool weather lately and then this evening a layer of humidity socked us again. Humidity like we had 2-3 months ago when everyone decided to go north to freeze. This has by far been our nicest spring ever. Going to be sad to see it leave to evenings like tonight. The entire day was cloudy and 80 degrees.

went to telmex today, was in the area and was able to place an order for a new internet line because there are spaces (twisted pairs) available in my junction box because I am not in a high density area. We will see. It is supposed to be wired in when the guy comes out to LV in a week or two.
Note that I could not get phone service only internet was my only option, I do not need additional phone service as I have another line. they still give you a "phone number " which is for account tracking.

The likelihood of being bitten by mosquitoes could be down to our genes, according to a study carried out on twins.
Research from the London School of Hygiene & Tropical Medicine found, for the first time, an underlying genetic component to how attractive we are to mosquitoes and this is likely to be caused by genetic control of our body odour.
Although this was a pilot study, it provides exciting information which may allow us to understand more about how our intimate relationship with mosquitoes has evolved. Ultimately the finding could result in the development of better ways to control mosquitoes and the diseases they transmit.
The findings are published in PLOS ONE and build on previous research where it was shown that attractiveness to insects is based on differences in body odour. People who are less attractive to mosquitoes produce natural repellents. It seems that this trait is genetically controlled.
A series of trials using 18 identical and 19 non-identical female twins showed that identical twin pairs were more similar in attractiveness to mosquitoes than non-identical twin pairs. The extent to which genes play a part - the level of heritability - in the trait for being attractive or not to mosquitoes was found to be at a similar level (0.83) as that associated with height (0. and IQ (0.5-0..
Funded by the Sir Halley Stewart Trust, the pilot study was carried out in collaboration with the University of Nottingham, Rothamsted Research and the University of Florida. TwinsUK assisted with recruitment of the sets of twins.
In the experiment, Aedes aegypti, dengue mosquitoes, were released into a Y-shaped tube which divides into two sections. They were allowed to fly down either side towards the odour from the study participants' hands to see which twin they were most attracted to.
Female mosquitoes display preferences for the smell of certain people when they choose who to bite to feed on the blood which they require to reproduce. For example, pregnant women are more attractive to Anopheles gambiae (the principal malaria vector in Africa) than their non-pregnant counterparts, and people with a greater body mass also appear to be more attractive to mosquitoes and midges. Diet is often suggested as an explanation, with anecdotes about eating garlic or drinking beer to keep mosquitoes away. However, there is no clear and consistent dietary explanation.
Senior author Dr James Logan, Senior Lecturer in Medical Entomology at the London School of Hygiene & Tropical Medicine, said: "By investigating the genetic mechanism behind attractiveness to biting insects such as mosquitoes we can move closer to using this knowledge for better ways of keeping us safe from bites and the diseases insects can spread through bites. If we understand the genetic basis for variation between individuals it could be possible to develop bespoke ways to control mosquitoes better, and develop new ways to repel them. In the future we may even be able to take a pill which will enhance the production of natural repellents by the body and ultimately replace skin lotions."

They can’t stop police officers — male officers, that is — from going after mordidas in the State of México so they’ll stop handing out traffic fines for a while instead. The state has declared a three-month moratorium on such fines while new transit officers — women only — are trained.

Thee new officers will all be women as a result of a 2013 policy dictating that only female officers are allowed to impose fines.
The move is part of ongoing efforts to curb corruption and arbitrary detention of motorists by transit, municipal and state police, who extract bribes, or mordidas.
Officials with the Inspector General of Public Security Institutions caught 93 state and municipal police officers in the act of extortion against motorists in the first three months of this year. In one case, an inspector surprised an officer in Naucalpan trying to fine a woman for a driving infraction and caught the incident on video.
One solution has been to give the responsibility for imposing traffic fines to women officers only, a practice that was ordered two years ago by Gov. Eruviel Avila Villegas. Women officers, it seems, tend to be more honest than their male counterparts.
That is also a perception on the part of the public. Citizens have greater confidence in uniformed women, said Government Secretary José Manzur Quiroga. “. . . we are looking to stop corruption in the State of México and we believe there is much greater respect towards a woman police officer than a man.”
The moratorium is in effect in Huixquilucan, Naucalpan, Tlalnepantla, Cuautitlán Izcalli, Cuautitlán, Tultitlán, Coacalco, Ecatepec, Chalco, Toluca, Metepec, Lerma, Almoloya de Juárez, Zinacantepec and San Mateo Atenco.

internet speed
seems we are getting full speed internet now. Because it is a ghost town? I do not think so because I was getting 1.5 meg download last week. And at a party this weekend a person said they just got a new line and it was told to them that the new ones are hooked to fiber by the lineman. And they are slowly working on the others that are installed.. added someone has chimed in to say the better speeds are due to equptment upgrades vs fiber. If so we will probably be in the same boat next season till fiber makes it here .
I will test some other times. For instance in the last 2 days I re-installed windows 7 from scratch on the kids computer with a DVD and had to do all the updates that appeared to be first update packet about 700 meg and it did it in one day. Other packets were also as high as 100-200 meg in size and did those in a few hours.
Now that I am paying attention I will try a large file. The reason I think it could be fiber optics trunk installed is I do not remember in all the years being able to do a full windows re-install in LaVentana. I will do some tests and see if I ever drop below my 3 meg download speed. If I do drop this would indicate we do not have fiber, as there is no reason fiber can not handle our towns presently low population at full speed.

Energy Partners Latin America (EPLA) is to build a 150MW PV power plant costing over US$300 million in Baja California State, Mexico.
EPLA, an Intermountain Energy Partners affiliate, was established in 2014 in Baja California, to develop renewable energy and water reclamation projects throughout Latin America.
The investment was formerly announced by the state governor, Francisco Kiko Vega de Lamadrid.
The plant in Mexicali will provide energy for the industrial sector while offsetting 270,000 metric tonnes of carbon and giving Baja California State the cheapest electricity supply across the country.
The project is expected to provide up to 15% savings compared to the cost of electricity consumption from the state utility Comisión Federal de Electricidad (CFE).
Construction will start in late 2015, creating over 1,000 jobs.
Companies can already acquire contracts with guaranteed electricity supply, with access to savings of US$447 million to the companies over 25 years through the purchase of this cheaper electricity, according to the state government.

The benefit to using this way if no risk to your debit card getting mirrored by thieves. Which occurs at many locations in Baja. Or losing it in a machine and dealing with cancelling it. Or another one that keeps popping up in baja is money is not dispensed though the online bank statement says it was. That one can be months before you get your money back.

cheap way to get calls anywhere you go and not be connected
do you want a way to have a us number cheap and it forwards to where you are.
here is the one I use.. It costs USD$1.00 per month.
IE get a USA number that you can forward to your cell phone in the USA or to your home in Mexico or your cell phone in Mexico**. I have been using this for several months now and I am paying 1 cent a minute to forward a call from the USA to my Mexico landline. 'If you use this link and do sign up, i will get a small credit for you signing up. It really is the least expensive way I have found.

election season begins for baja
presently the old PRI party won in the mainland last election. My neighbor is head of the PRI party for baja sur. Talked to a guy who is working on the campaign this weekend and he is confident they will win baja sur.
