The Mexican Ministry of Finance and Public Credit has issued a new decree affecting expats bringing foreign plated cars into Mexico: “New Requirements for Bringing Foreign-Plated Cars into Mexico: Banjercito”. From the Banjercito website:
“IMPORTANT ANNOUNCEMENT
The Ministry of Finance and Public Credit (SHCP) has issued a decree which states that beginning on June 11th, 2011 anyone applying for a temporary import permit for vehicles must make a deposit in the amount determined by the following table:
Vehicle Year Model:…….Amount to be paid in Mexican Pesos*
2007 and later…….USD $400
2001 until 2006…….USD $300
2000 and earlier…….USD $200
*Peso amounts are based on applicable exchange rate
This deposit is compulsory and can be paid by credit card, debit card, or cash (in US Dollars only).
Users must keep in mind that if the deposit is charged to a credit card, the charge will be made in Mexican Pesos and will be calculated based on the exchange rate of the day on which the payment is made. This deposit will be refunded to the same credit card on the next banking business day after the vehicle is fully returned and based on the exchange rate of that day.
The vehicle must be returned on time and within the time period stated on the temporary import permit. If the vehicle is returned after the stated time period, the entire deposit amount will be transferred to the Office of the Treasury on the day following the expected return date, as allowed by current law.”

Another clause in the new updated regulations requires FM2 Rentista and FM3 holders to notify Aduana within 15 days of when they renew their FM2 or FM3, otherwise Aduana is allowed to confiscate/keep these “new” deposits. Water, I have tasted it when not brushing my teeth and it is not salty. My meter reads about 1750 ppm which is about 1000 ppm less of what we use to have. But the taste tells me it is it is lower. My meter reads correctly on bottled water about 40ppm so not sure.

here is a picture of one of the water tanks by the shrimp factory that will have the de-sal water. you will bring your own jugs here to fill up. a real watering hole...
right now they have the de-sal hooked up to the city water, our water is good but not great, 560 ppm disolved solids. I was told by the workers the plant can do 300 cubic meters per day. that is probably about 1/2 our requirements in the summer and 1/3 when everyone is here. I was told another well will be dug for the desal plant. also they ran a three inch line to all these tanks.

Delta Air Lines Inc. and Grupo Aeromexico SAB are seeking a $1.5 billion venture to boost flight options for travelers between Mexico and the U.S.
“Passengers will be able to reserve, buy and fly interchangeably between both airlines,” Aeromexico Chief Executive Officer Andres Conesa said in a filing to the Mexican stock exchange. “The potential to combine and align our networks and scheduling will offer our clients a better product than what they’d get individually.”
If approved by U.S. and Mexican regulators, the agreement would also increase shared investments in airport installations such as lounges and boost mutual sales and promotions, Aeromexico said. The venture would deepen a relationship that started with a codeshare agreement in 1994, Delta said in a statement. The two airlines offer more than 4,000 weekly codeshare flights now.
Delta President Ed Bastian disclosed on Dec. 11 that the company had started talking with Aeromexico about a new partnership, at least partly to capitalize on a new air treaty between the U.S. and Mexico. It would be Delta’s fourth such partnership, which give airlines some freedom to set schedules and fares without triggering regulators’ concerns of uncompetitive practices.
Delta has similar deals on transatlantic flights with Air France-KLM and Alitalia SpA, with Virgin Atlantic Airways Ltd. on some U.K.-U.S. routes and with Virgin Australia Holdings Ltd. on Australia and New Zealand routes.

The water park is open 7 days a week now. We drove by this morning and talked to employees waiting to go in for work. The park opens at 10am. Remember, they don't allow you to bring food or beverages. The snack bar inside is great with very reasonable prices.

There ought to be celebrations in Acapulco this week when the tourist industry gathers for its annual conference, Tianguis Turístico.
Mexico’s biggest tourism fair, which this year expects 100 foreign and 120 domestic buyers of travel-related products, follows a year in which the industry bounced back in a big way after some years of economic and security woes.
A record 29.1 million visitors arrived in 2014, an increase of 20.5% over the previous year, a big turnaround after some dismal years following the 2.5% decline recorded in 2009.
It is also significant in relation to the growth recorded during much of the last 30 years, when Mexico saw only modest increases in tourism. Its 1.1% growth during that period was shadowed by Turkey with 11.6%, Hong Kong with 8.6% and Malaysia with 7.8%, for example.
Another gratifying figure for the industry was in the estimated amount of money spent by visitors last year, a total of US $16 billion, a massive increase over annual revenues generated between 2000 and 2012, which fluctuated between $8 billion and just over $13 billion.
Last year’s numbers are expected to move Mexico into 12th place from 15th on the list of the world’s most-visited countries.
Although tourism promotion efforts have widened their geographic focus since the economic downturn of 2009, the United States continues to be the principal source of visitors. And with a stronger economy and lower fuel prices more Americans are on the way.
Their numbers were up 11.8% last year and many more are expected in 2015, particularly with the rise in the value of the dollar against the peso.

you can online go paperless if you have a password, i think you can create your password online. on the home page upper right click "mi cuenta", there is a picture of a symbol save a plant sin Papel click on it. I did it and will see if they email it to me in a pdf next bill. That was my interpretation.
And on my current bill it does say unlimited calls at the 600 peso package I have. I did not go over the normal threshold so could not verify that way but the bill clearly states under my plan as seen below

More than 200 people were arrested by police in the Mexican border state of Baja California on Wednesday in an attempt to clamp down on protests by farmworkers demanding higher wages. The farmworkers, who had blocked roads, including the transpeninsular highway south of the coastal city of Ensenada, were arrested on charges of vandalism, according to media reports.
The arrests came hours after the office of Governor Franciso Vega de Lamadrid said that they were ready to negotiate with the protesters' representatives. However, a statement released by the office added that state authorities were committed to ensuring the safety of residents and keeping the roads open. The protesters have presented a list of demands, which includes raising wages from the current $8 a day to $20, health benefits, overtime pay, and an end to sexual harassment by their employers, according to media reports.
“The authorities reiterated the call for protesters to focus on dialogue and avoid actions that affect the general population … there will be no tolerance for those who exploit the demonstrations to act outside the law,” the statement said.

True. My brother in law drove up from La Paz and arrived to San Diego last night. Protesters would not allow him to drive thru San Quintin. After waiting for a while someone told him he could take dirt roads to get around the town. He left the protest areas with a broken camper window from people throwing rocks at his truck. He did manage to drive around via dirts roads which delayed his trip for 3 hours or so, he also had to tip to a local rancher who told him where exactly to turn to get back on the main road.According to the news this morning, there are more than 10 barricades along that stretch of the peninsular highway 1.
I heard on the local news (San Diego) that they are also blocking access to La Bufadora. Mayor cruise lines that arrive to the port of Ensenada have already stopped offering tours to that location.

While there are reports that the Transpeninsular Highway has been cleared by police overnight, State and Federal law enforcement agencies have advised that protesters may erect new barricades in remote areas of the highway, and recommend that travelers wait until at least midday before attempting to travel between San Quintin and Ensenada.
U.S. citizens who are traveling this portion of the Transpeninsular Highway are advised to exercise extreme caution, and to be alert for changing conditions along the road. Availability of services and fuel remain questionable, due to widespread looting during yesterday’s protests. Travelers should be prepared for delays and the possibility of being turned around in the event of further road closures.

a. ATM Discussion
1) A friend & I, both with Charles Schwab debit cards, were denied cash at the HSBC next to Wal-Mart in Cabo San Lucas. When I called Schwab, they said they had blocked HSBC due to its high volume of fraud.
2) I had two incidents with ATM's in Cabo. Both were with HSBC using a Scotia Bank debit card. The first was with the machine at the bank in the mall by Walmart. The second was with the ATM for the same bank in the Walmart store.I did not get a receipt for either transaction but as I had tried more than once, in front of witnesses, I did get receipts for the other tries but no money. I am out in total over $1,000.00 Canadian
. I immediately contacted my bank in both cases and they were investigating. I have been told that as it is international I have to wait 47 days for action of any kind. This is very frustrating to say the least.. I will supposedly see some action from the Bank of Nova Scotia around the middle of April. I hope this is true.
3) A different bank machine problem. The bank machine in Los Barriles doesn't like Canadian bank cards. ! You may only withdraw 2000 pesos per transaction, so if you for instance want 6000, you have to withdraw 3 times and pay the bank fee three times both here and at home in Canada. If you try to use the "other" (amount) button you get a strange message : "No small denominations available" (!) So since we live in La Ribera and have to use gas at each trip going for money, it is becoming quite an expensive process. Inge
4) Last year I had a problem in San Jose at the Scotia ATM in the center with Applebee's and Office Max. I inserted my card into the machine and requested a cash amount, nothing happened for more than a minute and I could not get my card back. I didn't want to leave the machine incase it dispensed money and my card. Finally after about 2 minutes my card was ejected but no money. My US bank account was debited the amount requested but they would not process my claim stating a business ATM card did not have the same protection as a personal ATM card. I gave up and was out several hundred dollars.

7a. Police bribes

We now have had 4 different couples stopped THIS month by the Police, at Caribe and Abasolo and Walmart area.
The Police demanded them to pay $100usd and they did . The last couple however called me. I told them not to pay. Then I called my husband and the Minister of Tourism, Pedro Aguilar 612 120 3292. Pedro in turn called the Chief of Police. In the meantime the Police got very threatening and apparently threatened to handcuff them if they didn't pay so they paid.
Then while the people were waiting for Javier and Pedro, the Police came back and slipped the money back in to them.
So if you are driving a rental car, head down to the Tourism office, grab an official complaint form in both english and spanish and show that to the cop. Pedro's cell is on there. I am also looking for tape to put over the name of the rental company on the car.

Never pay USD! (100USD = 1500 pesos) Never give them your license - just tell them you don’t have it with you. Act dumb. Just wave at them. Good idea to get official complaint form whether you drive a rental or not!
I have just acted dumb in the past and waived and said goodbye in English and driven off. They will follow honking that horrible bleep horn - just wave back and keep driving and do a few turns until they are back in traffic and go have a coffee.

The Cross Border Xpress (CBX) pedestrian sky-bridge, an unprecedented bi-national project that will span the U.S./Mexico border and connect directly into the Tijuana International Airport, achieved a significant milestone over the weekend with the lift and placement of the bridge in Mexico.
The process, which was conducted on Saturday and Sunday, included a team of more than 70 experienced professionals to successfully complete the maneuvers. The remaining portions of the bridge, located on the U.S. side of the border, are slated to be put into place in the next several weeks. The purple reflective glass bridge will rest upon four 18-foot tall concrete support structures. The glass façade is slated to be installed over the next few months. In total, the bridge will be 390 feet long. The project broke ground in May 2014, and is expected to open for passenger crossings in late 2015.

The American Consulate located in the Tiendas Palmilla opened yesterday for the first time since the hurricane. I renewed my American passport and was told it would be ready in four to five weeks. Their hours are 9.00 am until 1.00 pm. The cost for renewal was $110.00 payable in dollars, pesos, debit card or credit card.

Depends what the objective is, dark is commonly referred to as privacy films. Note there are clear films for house windows that stop UVA & UVB (the ones that eat interiors and your skin) and reflect infrared (heat) that are clear. In general to keep the car cooler you want to reflect vs have a dark surface that absorbs the heat. I would hope car tinters have this material. Home depot does off and on.

January 1, 2015 Aeromexico has resumed non-stop service from LAX to La Paz on Saturday mornings. The 90 minute flight has been sorely missed by those on the west coast looking to commute to La Paz.
The flights will return with the same Aeromexico Connect 88 seat aircraft.
Other flights are available to La Paz, but connect through Hermosillo or Mexico City adding as much as 8 hours to what should be a short hop. .
Air travel to La Paz has been an ongoing challenge for tourist related businesses in the capital city since the demise of Aero California several years ago. Aero California offered service to three of the major Southern California Airports at one time or another. There are direct flights that have long been available from Tijuana International Airport to La Paz, via InterJet and Volaris.
The addition of Interjet and Volaris increased the number of seats destine for La Paz in 2013, but the return of the direct flights to Los Angeles will help fill some of the 500 new hotel rooms in the city. In 2014 a number of new hotel projects came online raising the bar in competition for travel dollars with La Paz looking to benefit from its gateway to the Sea of Cortez status.

Mexico’s second-largest retail chain has reached an agreement to buy 160 stores from Comercial Mexicana, putting an end to months of rumors.
Organización Soriana will pay 39 billion pesos, about US $2.7 billion, for the stores, which operate under the names Comercial Mexicana, Mega, Bodega Comercial Mexicana and Alprecio.
Comercial Mexicana will retain ownership of 40 stores that operate under the Fresko, City Market and Sumesa names.
Soriana said the purchase will bump its annual sales by 37% and increase its work force by 21,300.
Comercial Mexicana began operating in 1930, selling textiles in Mexico City.
In October it was reported that negotiations were under way with Grupo Comercial Chedraui but nothing materialized.
Mexico’s No. 1 retail chain is Wal-Mart with 2,289 stores and 44.2% market share. The Soriana-Comercial Mexicana deal, which is subject to various approvals, will give Soriana 824 stores and 15.9% market share.
Chedraui is in third place in the retail market with 214 stores and 4.1% share of the market.

I think i found one alive many years ago in Mortos bay area. I picked it up by the shell and it was coming out which i found strange so made sure it could not come near me. It was so vulnerable with these long tube eyes that made me suspicious that it was not retreating. IE the cone/shell should be its protector, yet it was coming to attack. Went and found it pictured in a venomous book.

I believe they hooked up the fiber-optic line to copper today for the feed. went and asked if they were working in the building today and they were. I am able to download a youtube in realtime now. I had asked a person I know at the telmex office a month ago and he said end of January. so may be true..

I have rebuilt a few inkjet heads in my time, modified them for bulk feed and so on.. Here are the issues, it is a solvent and it can dry out. real easily... If you ever run out of a color and do not immediately (a day or so) put a new cartridge in you will find you may be in deep dodo. I would not even allow one hour myself. Being a hot and generally dry desert these issues are even worse. Leaving it for 8 months and coming back bad bad news. I have used some flush kits to dissolve blocks before because the jets do get clogged when doing high volume printing that I have done before. Basically what they are adapters that fit into the space of the ink cartridge, and a syringe with a solvent that you force the solvent to clean out the clog. You might check with one of the ink refiller companies in LaPaz can do this for you, as they may have these different adapters. If they do please report back, people could at the end of the season take their printers in and have them flushed before leaving.
here are my suggestions for the future...
So basically you want to print something with all colors once a week.
If you leave for a month or more put it in a plastic garbage bag with a filled cup of water.
Or buy a flush kit for your printer and flush the head completely before leaving. Doubt you can find a flush kit here in LaPaz.
and like other poster mentioned do not buy an inkjet for the conditions we have around here. Buy a laser printer.

First of all, adhesives that are cured using ultraviolet light have indeed been around for some time. They typically require users to supply their own UV light, however, and thus are usually limited to industrial or even medical applications.
By contrast, Bondic comes with its own UV LED that sits on the end of a reusable cartridge filled with the liquid plastic.

Another chapter in the history of spaceflight was written today at 8:29am PST, as the EFT-1 mission ended with the splashdown of the Orion capsule in the Pacific Ocean off the coast of Baja California. Though designed to carry astronauts into deep space, the Orion was unmanned for the flight, which was planned to certify the spacecraft and test critical flight systems.
The Orion was launched earlier today at 7:05am EST from Space Launch Complex 37 at Cape Canaveral Air Force Station atop a United Launch Alliance Delta IV Heavy booster on a four-and-a-half-hour flight. The launch was delayed from its scheduled Thursday liftoff due to a sudden rise in local winds that exceeded safety parameters, followed by a pair of valve malfunctions.
The capsule and its dummy service module flew on a two-orbit trajectory that took it farther than any man-rated craft since the Apollo 17 mission in 1972. At its highest altitude, Orion traveled 3,600 mi (5,800 km) away from our planet. When it returned to Earth, it was moving at a speed of 20,000 mph (32,000 km/h) and generated temperatures reaching 4,000⁰ F (2,200⁰ C).
Splashing down in the Pacific 270 mi (435 km) off the coast of Baja, it is awaiting recovery by specially-trained US Navy divers in Zodiacs from the USS Anchorage assisted by the salvage ship USNS Salvor. Once the craft is determined to be safe, it will be brought aboard Anchorage before being taken ashore and transported by road to the Johnson Space Center in Houston. Over the next few weeks, scientists and engineers will assess data from its telemetry and flight recorders.
NASA says that the next flight of the Orion will take place no later than 2018, when it will be launched using the agency's Space Launch System (SLS).

Back in the early 90s, MIT's Prof. Mark Drela created a motor-less hydrofoil known as the Decavitator. Using nothing but his own leg power to turn the craft's 10-inch air propeller, he got it up to a speed of 18.5 knots (21 mph/34 km/h), breaking the human-powered water speed record in the process. Inspired by the Decavitator, aerospace inventor Russell Randall created his own pedal-propelled airboat called the Seahorse – and you can now buy one of your own.
According to Randall, the Seahorse is faster than a traditionally-paddled canoe or kayak, plus it can move backwards simply by reversing the propeller's rotation via a handlebar control. Users can also install an optional sail and use it as a regular catamaran, without the bike.
Two main versions of the Seahorse are available. There's a 14-foot (4.3-m), 25-lb (11.3-kg) polyethylene model that goes for US$$3,900 with the air propeller, or $4,400 with both air and water props. The longer 18-foot (5.5-m) version is made from fiberglass, and goes for $4,400 with an air prop or $4,900 with both. For around $7,000, it's also possible to get a carbon fiber 18-footer.

a note, I drove this road about May on a motorcycle, it was "ok" then, any truck with clearance could do it with 2WD. seems the recent events changed that.

I took the road headed east from Los Planes going over a mountain pass and down to the coast. I was driving a stock Kia Sportage 2 door, with 225/75/15 tires and 4x4 with manual hubs. Be cause of some front axle issues, I used low range 2wd for crawling through most of the washed out areas.
This road was in bad shape before Odile from old storm damage that had never been repaired, and it is even more challenging now.
A couple of miles up the east side of the pass is an area with some large boulders that will absolutely stop any rig that is wider or longer or has less clearance than my Kia! Only heavy equipment or some creative field engineering is going to move those rocks.
I spent a lot of time in second and third gear low range crawling over rocks and wash outsbut was able to do it in 2wd until one point where I could not keep all four wheels on the ground. Since I had to get out and put my hubs in, I threw a couple of large rocks in the trough to keep from crushing my rocker panels or oil pan. You're welcome!
The road is like that for about seven miles, and is better suited for ATVs and dirt bikes, but I had fun, and the scenery was worth it.
If you take that trail, be prepared, you probably won't see anyone else.
From about five miles north of El Cardonal to Punta Pescadora is actually pretty good dirt, and recently graded so no washboard.
From Punta Pescadora to Lose Barriles on the coast road has been opened, but not repaired very much. It is rugged 2wd road with a little rock crawling and a couple of tight spots.
If you are driving a low rider or land yacht, you can still drive the twelve mile or so paved road between Los Barriles and El Cardonal. The road was poorly designed and constructed, so there are pot holes, rock falls and washed out shoulders to watch out for but you could drive anything on it.

Subject internet… This season potentially is going to be even worse than last years internet. We have a bottleneck due to the amount of data bandwidth one repeater link can send. With that in mind adding new bandwidth demands will only hurt us. The reason is facebook, facebook has added the video stream that automatically streams video. I have never had the critical problems others have reported, but a month ago had some friends from Guadalajara visiting and they had their smart phones on (just 2 people). They had them on facebook and it basically made my internet crawl like others reported. If this happens where people come down and turn on facebook which default is to download these videos, on a community basis we will be really in trouble this winter, much worse than last year. So what we need to do as a community is ask all people to disable the auto download of the videos feature in facebook. Next ask/beg people to download movies up north and not down here. Ask people to not watch youtube if it is not critical important. It does not hurt to ask.. If people can get others to do this just this year we can get by another season where people can email and such with no problem. And next year we hope they do hook up the fibrer-optic, and call and complain about your speeds is also good to do. If people want videos it would be nice if someone started a video share like the campground does or rental program.

The privately funded and operated $120-million project would create a port of entry limited to toll-paying airline passengers that is unique on the U.S. border. It consists of an enclosed 390-foot-long bridge with divided north/south corridors that will allow passengers to walk across between the United States and Mexico, avoiding lengthy lines at the San Ysidro and Otay Mesa ports of entry.
A news release from the developer, Otay Tijuana Venture, LLC, said the project will be named “Cross Border Xpress.” The statement did not discuss the price of the toll, but previous estimates have ranged from $13 to $17 per passenger.

The project, which began in 2008 when Otay Tijuana Venture purchased the land in Otay Mesa, involved Presidential permits in both countries as well as unique Public Private Partnerships with U.S. and Mexican customs and immigration authorities. It is the first project to connect a U.S. facility with a foreign air terminal.
The privately funded and operated project will create a port of entry limited to toll-paying airline passengers that is unique on the U.S. border. It consists of an enclosed 390-foot-long bridge with divided north/south corridors that will allow passengers to walk across between the United States and Mexico, avoiding lengthy lines at the San Ysidro and Otay Mesa ports of entry. The bridge will connect the airport to a 65,000-square-foot structure on Otay Mesa that will include retail shops and restaurants, airline customer service counters , and short and long-term parking facilities. It will also include an area where U.S. Customs and Border Protection officers would process passengers.
The construction of the Terminal and connecting bridge is funded in part by a loan from Bancomext (Mexico's development bank) and Banco Invex. This is the first time that Mexico's development bank has made a loan to a U.S. based developer for a project based in the U.S. and collateralized primarily by assets located in the U.S.
Sheppard Mullin advised Otay Tijuana Venture in all aspects of the development including land use matters, corporate structuring and cross border tax planning , as well as negotiation of the financing agreements, leases and construction contracts.
