From SJD airport to La Paz:

there are vans and buses from here to take you to the border as well as you can see taxis. these buses or taxis can take you to SY or Otay.
You can apply at the US consulate in San Jose. Go online and print out the forms and get the photo taken, make sure you print out the size information if doing it here for the place taking the photo. This takes about 1-2 months.
If you are going to the USA now go to a US post office that handles the applications and pick up the forms and send it from the post office. Have picture taken down here to save time still.
If walking across at Otay or San Ysidro, have the taxi drop you off at the front of the line right at the building entry, there is a special door,/turnstyle for people with these cards. You basically are cutting in front of the entire line.
One other way to expedite crossing while you do not have the pass is take a bus not a taxi from the here The problem is the bus to otay only runs every hour or more. So you could take the bus to San Ysidro for the same price, those buses leave every 15 minutes. Why you want to take these buses is they have a special bus lane at the immigration customs for the USA the bus drives up to the building and there is a special lane for only the bus passengers.
If you do this as the bus gets to customs same thing you go through the expedited lane, into the building and as you leave US customs exit the building quickly and the bus (generally a different bus) is waiting about 200 yards to the left in the turn around circle. It will be the only bus in view. The first time it is a bit intimidating, but know it is as simple as I wrote.

Im a TJ local.....!!!
When you cross the border jus follow te same street up a bridge and dont get in te first exit to your left (downtown exit)...just get in the third lane an go down that bridge to get the "VIA RAPIDA" after a left turn. (Via Rapida is a tree lane hgwy).
After that just step on the gas for a 5-8 minute ride in that hgwy until you see a Home Depot or a Costco to your right,
At that point yo will see a bridge in front of you...ok...just teka the first exit to your right when yo pass the first bridge.....use that bridge and down you go......as you come down that bridge you will see a gas station that its to the right of another small bridge....take your right as you come down that bridge...and thats all.......you will see the Bus Station.

here is the north bus scheule from san Jose to LaPaz. This was a printed schedule from the SAN JOSE bus station. note if taking the via Barriles way it hits San Antonio about 2 hours later.

I have noticed a few questions about bus service to San Jose/Cabo but no answers posted. I do not know the exact schedule, but I have taken the bus a couple of times and can give you the following observations.
Southbound: The bus goes through town on even hours (10-12-2 etc) at about half past the hour. (between 15 after the hour to 45 after) I followed a bus last week and it went through BV at 10:40. It takes about one hour to get to the SJD airport. It will drop you at the overpass on the highway with the long walk to the terminals. It continues on to San Jose and Cabo. If I remember, the fare to the airport was 60 pesos and SJ 70 pesos. cabo ?
Northbound: Unsure of Cabo departures. San Jose bus terminal departures are on the even hours. (10-12-2-4-etc). The bus passes the airport at 20 to 30 past the even hour. IT DOES NOT ALWAYS STOP. I have tried to flag him down, but if he is in the left lane, he will blow right past you. If that happens, you can cross the highway and take a local bus into San Jose for 7 pesos. Tell the driver you want the "Autobus station Centro San Jose" He will drop you just north of the Scotia Bank and you can walk down the street to the bus station. This bus goes through BV/LB about half past the odd hour and will drop you anywhere he has room to pull off. The bus continues on to LaPaz but I know nothing about that part.
Hope this helps. I would suggest that people go to the highway the day before they need to take the bus and make sure there is a bus at the time expected. Steve
