Across the street from the VW dealer there is a large building. There are a number of offices but you can probably go there and ask someone where the senior discount office is. If you don't speak Spanish just use google to translate what you want to ask and memorize it.

I went yesterday and they wrote down the requirements which are
resident card or fm3, 2 pictures same size as resident card, passport, proof of address such as electric bill. Bring copies of each.

You must have a resident card.

If you are here on a 6 month visa you are a tourist. If you are on a yearly
resident visa or a permanent resident visa or a Mexican citizen you are a
resident.

REQUIREMENTS FOR THE INAPAM CARD (Senior Card) (translated) :
