He is very helpful, understands both the systems you have to access and how to help a semi-literate (in Spanish) get through the entire process, He spends extra time making sure everything works for you, His phone number is 612-220-0641. He is also very reasonable.

Across the street from the VW dealer there is a large building. There are a number of offices but you can probably go there and ask someone where the senior discount office is. If you don't speak Spanish just use google to translate what you want to ask and memorize it.

I went yesterday and they wrote down the requirements which are
resident card or fm3, 2 pictures same size as resident card, passport, proof of address such as electric bill. Bring copies of each.

You must have a resident card.

If you are here on a 6 month visa you are a tourist. If you are on a yearly
resident visa or a permanent resident visa or a Mexican citizen you are a
resident.

They want photos also

lpg wrote:Mine was a little different last week. Yes, the New office is in the SEDESOL Building at Colosio and Garza, I brought in my US Passport, Residente Permanente Card, and a water bill in my name, my MX drivers license that was
only for the address. Nothing more. No CURP card asked for or required.
They then took my photos on the spot with a web camera and gave me my finished card in about a total of 10 minutes start to finish.
